
The Cuyahoga County Department of Development’s Transit-Oriented Development (TOD) Loan Program is designed to catalyze mixed-use, high-density development projects located near high-frequency public transit.
Transit-Oriented Development projects support walkable communities walkable communities, reduce vehicle miles traveled, promote increased mobility, and deliver long-term environmental, economic, and social returns. The loan program offers subordinated long-term, fixed-rate gap financing at below-market rates to developers and businesses that may have difficulty securing all capital necessary for such urban redevelopment projects.

At the TOD Summit in June 2025, several communities highlighted available sites within the TOD Loan Program Zone. The following documents were produced by County Planning to assist in advertising these sites by providing relevant detailed information.
