The District One Public Works Integrating Committee has approximately $29,486,000 in OPWC funding, available through grants (State Capital Improvement Program [SCIP] and Local Transportation Improvement Program [LTIP]) and loans (SCIP and Revolving Loan Program [RLP]) in PY 2020.

The DOPWIC received fifty-three (53) applications from thirty-two (32) applicants for funding through the PY 2020 Ohio Public Works Commission (OPWC) State Capital Improvement Program (SCIP). The total funds available are shown in the PY 2020 Program Funding Table on the following page.

Scoring

The DOPWIC staff evaluates and recommends scores for all the project applications using the OPWC requirements and District One methodology and evaluation criteria. Each program year is separate and distinct from previous years. One (1) application was deemed ineligible for funding in PY 2020, based on the inability to meet the OPWC required construction schedule.

Preliminary Project Rankings

Preliminary Scores and Ranking tableThe Preliminary Project Rankings are listed in order from the highest score to the lowest on the attached spreadsheet. Based on these Preliminary Project Rankings, and available PY 2020 funding, the DOPWIC staff has identified Primary Recommendations—the sixteen (16) top-ranked projects with requests that equal, or come close to, the PY 2020 total available funds.

Applicant Appeals

Per the PY2020 Applicant Manual, Applicants can appeal the score(s) received in the Preliminary Project Ranking to reassess a project score. Information that was not part of the original application will not be accepted during the appeal process.

All appeals must be submitted via email to Ms. Alison Ball, DOPWIC Liaison, at aball@cuyahogacounty.us by Friday, December 6, 2019 by 4:30 p.m.  Appeals must specify the category or categories that the applicant considers were incorrectly evaluated. The appeal must be accompanied by an explanation of why the awarded points appear incorrect. Late appeals will not be accepted.

The DOPWIC Staff will review the appeals and determine if any corrective action is recommended. The DOPWIC will address the Appeals and Staff Recommendations at the Project Selection Meeting.

Committee Evaluation and Final Project Ranking

The DOPWIC is scheduled to meet on Thursday, January 16, 2020 at 1:30 p.m. to determine Final Project Ranking and select those projects to be submitted to the OPWC for PY 2020 funding.

Applicants not funded are welcome to contact the Liaison to discuss the merits of their application after the recommendations have been submitted to OPWC.
