County Planning is pleased to announce the release of the Unified Zoning Code RFP, marking the next step in developing a coordinated, multi-jurisdictional zoning code. Aiming for a collaborative approach to zoning, County Planning is developing an opt-in zoning ordinance that modernizes regulations and unlocks development opportunities, while maintaining local character and administrative authority.

County Planning is partnering with six initial Unified Zoning Code (UZC) Member Communities—the Cities of Brook Park, East Cleveland, Euclid, Maple Heights, North Olmsted, and South Euclid—to undertake this shared zoning code. County Planning will work closely with a selected consultant to help build a modern, unified zoning framework that supports local priorities while improving consistency and responsiveness across communities.

Through this RFP process, County Planning and UZC Member Communities will select a highly qualified consultant team to deliver a modern, flexible, and collaborative zoning code that integrates best practices, streamlined administrative processes, and intuitive platforms for accessing map data and ordinance language.
