County Planning worked with the City of Fairview Park to create a Transit-Oriented Development (TOD) Overlay District, which modifies zoning regulations to encourage walkable, mixed-use development along the Lorain Road corridor.

In direct response to the Lorain Road Business District Revitalization Plan, the Overlay District supports future reinvestment that will strengthen businesses, improve mobility, enhance housing choices, and create a unified corridor for the community.

Adopted by Fairview Park in January 2026, Chapter 1161: Transit-Oriented Development Overlay District will guide development while preserving the character of surrounding residential neighborhoods. The Transit-Oriented Development Overlay District is targeted to the Lorain Road corridor, but the regulations are flexible and could be applied along other transit corridors in the future

The Fairview Park Planning Commission and staff will use the TOD Overlay District regulations in its role to review proposed developments in the district.

The TOD Overlay District offers more appropriate, less automobile-centric regulations aligned with County Planning’s best practices for TOD. For example, the zoning district allows for reductions to parking minimums where appropriate. The regular review of standard development items such as building setbacks, building orientation, landscaping, parking lot screening, driveway locations, etc. will continue as expected using these updated standards as outlined in Chapter 1161.
