
In Fall 2024, the City of Cleveland Planning Commission engaged County Planning to perform a Current Conditions Assessment of the East 22nd Street corridor and surrounding area. The study grew out of a desire from both the City and County to coordinate many concurrent, highly consequential planning efforts by a wide variety of stakeholders within a small project area.
East 22nd Street Current Conditions Assessment
The East 22nd Street Current Conditions Assessment report summarizes data and existing planning efforts, then combines findings from both to present a holistic picture of current conditions and opportunities.
Objective
The Current Conditions Assessment provides a point-in-time snapshot of the East 22nd Street study area. Its main goal is to identify opportunities for collaborative planning, integrated services, and coordinated implementation among stakeholders to realize mutually desirable outcomes. The study included four tasks: existing plans review, data analysis, stakeholder engagement, and opportunity identification.

Existing Plans: Known existing plans were inventoried, mapped, and evaluated for conflicting recommendations and priorities, as well as opportunities for coordinated implementation.
Data Analysis: The assessment includes data and mapping analysis across four key topic areas: Transportation and Infrastructure, Land Use and Zoning, Workforce and Economy, and Community and Housing.
Stakeholder Engagement: Outreach entailed interviews and workshops with institutions, landowners, civic organizations, service providers, and infrastructure authorities. Although public engagement was not included in this assessment, it is expected to be a significant part of subsequent planning efforts.
Opportunity Identification: Combining results from the data analysis, existing plans, and stakeholder engagement, the study area’s opportunities were identified. These insights lay the groundwork for future planning efforts and outline ideas for a cohesive vision.
