Last updated in 2007, the City of Bedford's modernized Master Plan will reflect current community desires, adjust to new market conditions, and create a vision for areas of opportunity.

Take the Visioning Survey!

The Community Vision Survey for Bedford's new Master Plan will be open from February 1 through February 28. Residents, business owners, workers, and visitors are all encouraged to complete the survey and share their thoughts. It should take approximately 10 minutes to complete.

Attend the Public Meeting

We also encourage you to attend the public open house on Tuesday, February 24 from 6:30 to 8:30 p.m. at City Hall to learn more about the plan and contribute ideas. All are welcome.

In line with regional trends, Bedford has experienced population loss since the early 2000s; as a result, the City has newfound opportunities for redevelopment and innovation. Whether reimagining these sites as community amenities, places to live, or new job centers to boost the City's economy, the planning process will rely on extensive community engagement to ensure Bedford remains an attractive and desirable place.

Project Background

In March of 2025, the City of Bedford was awarded professional planning services through County Planning's Community Planning Services Program (CPSP). The Plan officially kicked off in July 2025 and is expected to be completed before December 2026. The planning process will consist of the following phases:

  • Current Conditions: The first phase of the planning process will review existing community data like population patterns, infrastructure condition, and land use to create a baseline understanding of Bedford today.
  • Community Vision: Extensive collaboration between County Planning, the City of Bedford, and community members will take place to better understand the vision and goals of the City.
  • Recommendations: The recommendations phase will use information from the first two phases to suggest a set of recommended actions that the City can feasibly pursue.
  • Implementation: This phase will produce a detailed outline of the steps the City can take to carry out the recommendations, including funding resources and potential partners.
  • Final Tasks: In this final phase, County Planning will combine all the previous phases into a completed Master Plan document.

Sharing your ideas and feedback at public engagement events and through community activities will be vital to informing the recommendations of the Bedford Master Plan.
