MINUTES OF THE CUYAHOGA COUNTY PLANNING COMMISSION

NOVEMBER 10, 2016

CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Mr. Kelly with a quorum present.

MINUTES
On a motion by Mayor Patton, seconded by Councilperson Simon, the minutes of the August 11, 2016 meeting were unanimously approved.

SOLID WASTE POLICY COMMITTEE
As the Cuyahoga County Solid Waste Policy Committee (SWPC), on a motion by Councilperson Simon, seconded by Councilperson Brown, SWPC Resolution 161110-A, approving the appointment of Mr. John DeMuth to the SWPC as a citizen’s representative, was unanimously approved.

Mr. Kelly noted the arrival of Mayor Sellers.

RESOLUTIONS – CONTRACTS OVER $5,000.00
Councilperson Simon noted that the resolution had the Contract ending on September 30, 2018 and that the Contract specified an end date of September 30, 2017.  On a motion by Councilperson Simon, seconded by Mayor Sellers, Resolution No. 161110-A was amended to specify that the end date of the Contract with Meghan Chaney was September 30, 2017. The amendment was unanimously approved.

On a motion by Mayor Byrne, seconded by Mayor Infeld, Amended Resolution No. 161110-A, to approve a Contract with Meghan Chaney to provide Technical Assistance to the CCPC and Olmsted Township, was unanimously approved.

On a motion by Mayor Sellers, seconded by Mayor Infeld, Resolution No. 161110-B was unanimously approved. The resolution permits the Executive Director to accept and expend the $125,000.00 grant from the Northeast Ohio Areawide Coordinating Agency’s (NOACA) Transportation Livable Communities Initiative Program for the Cuyahoga County Greenway Project and authorized the Executive Director to serve as the recipient of the grant funds and to execute agreements with NOACA and any consultants selected to do the professional planning for the Greenway Project.

On a motion by Councilperson Simon, seconded by Councilperson Brown, Resolution No. 161110-C, authorizing the submittal of an application for funding from NOACA’s Transportation Livable Communities Initiative Program for the Cuyahoga County Airport Environs Project, was unanimously approved.

On a motion by Mayor Sellers, seconded by Councilperson Brown, Resolution No. 161110-D, approving a contract amendment with the Cuyahoga County Department of Public Safety and Justice Affairs, Office of Emergency Management, for GIS services was unanimously approved.

CONTRACTS UNDER $5,000.00
Mr. Coyne informed the Planning Commission members of a Professional Services Agreement with the First Suburbs Consortium (FSC) for Site Profiles in the amount of $2,400.00. Mr. Coyne explained that the sites are mostly former malls and that the staff will be doing a type of place-based study similar to Jobs Ohio. Ms. Jennifer Kuzma, explained that the FSC met with County Executive Budish a few months ago and expressed a need for assistance in doing larger re-development projects in some of the member communities.  Ms. Kuzma indicated that once the Site Profiles were completed and reviewed that some of the sites would be prioritized.

CHAIR’S REPORT
Mr. Kelly asked for an Executive Session to discuss a personnel issue.  On a motion by Mayor Sellers and seconded by Mayor Patton, the motion was unanimously approved and the Executive Session was started. The Regular Meeting resumed approximately twenty (20) minutes later.

EXECUTIVE DIRECTOR’S REPORT
Mr. Coyne provided an update on the hiring process reporting that it was his intent to create and fill an entry-level planner position and to replace Ms. Chaney, who was a Senior Planner with a candidate who has the experience. In addition, Mr. Coyne reported that in January 2017, a University of Cincinnati intern and two (2) co-op students from Cleveland State University would start work at the CCPC.

Mr. Coyne reported that the 2017 budget has been submitted to the County Executive and that the that nine (9) applications were received from communities for possible funding through the Community Master Grant Program and that staff would begin reviewing the applications to determine the recipients.

ADJOURNMENT
With no further issues to address, Mr. Kelly announced that the next scheduled meeting would be Thursday, December 8, 2016 at 2:00 p.m. in Room 4-407.  On a motion by Mayor Sellers, seconded by Mr. Garland, the meeting was adjourned.
