MINUTES OF THE CUYAHOGA COUNTY PLANNING COMMISSION

May 9, 2019

CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (County Planning) was called to order by Chair Kenneth Surratt and the roll call showed a quorum was present.

MINUTES
On a motion by Councilperson Brown, seconded by Mayor Bobst, the minutes of the April 11, 2019 meeting were duly adopted by unanimous vote with Ken Surratt abstaining.

Mayor Sellers arrived 2:10 p.m.

RESOLUTIONS
On a motion by Mayor Brennan, seconded by Mayor Bobst, Resolution No. 190509-A conditionally approved the Final Plat of Phase II of Gates Village PRD Subdivision, a Phase of the Woodgate Farms PRD Subdivision, located in Olmsted Township. Vote was unanimous.

On a motion by Mayor Sellers, seconded by Mayor Byrne, Resolution No 190509-B approval of Administrative Services Agreement with the District One (Cuyahoga County) Natural Resources Assistance Council (NRAC) for Program Year 2020. The NRAC approved the Administrative Services Agreement on April 19, 2019. Vote was unanimous.

EXECUTIVE DIRECTOR’S REPORT
Ms. Susan Infeld, Interim Executive Director, gave an update of County Planning’s proposals, including corridor work and zoning studies. Ms. Infeld, gave an update of County Planning’s proposals, including corridor studies and zoning analyses. She reported the application for the 2019 Community Planning Grants Program was released and posted on County Planning’s website on Friday, May 3rd, 2019 and will remain open until 4:00 p.m. on Friday, June 7th, 2019.  This year’s program will consider funding for planning services beyond strategic municipal Master Plans.  The applications will be internally evaluated, and the awardees will be notified and then interviewed to define the scope of work.

Ms. Infeld stated the Cuyahoga Greenway Plan final report will be released this later week. Ms. Infeld reported that if cities have a project identified in the Greenway Plan and if the County Department of Public Works is doing the project in 2019 or 2020, there is potential funding such as the 50/50 funding for off-road trails and/or street bicycle lane striping through the cracked sealant program available to fund those types of projects. County Planning is working directly with County Department of Public Works to align Cuyahoga communities with funding options to implement recommendations from the Greenway Plan. County Planning has also been involved shaping the County Executive’s Global Climate Action Plan for Cuyahoga County.

OLD BUSINESS
Mr. Surratt spoke that the Executive Director vacancy has been posted to Cuyahoga County, National APA and Ohio APA websites with applications being accepted through June 7th, 2019. The next step is the process for reviewing the applications.

A motion was made by Councilperson Brown to adjourn the meeting, seconded by Mayor Sellers. All voted unanimously.

SOLID WASTE POLICY COMMITTEE

CALL TO ORDER
The meeting of the Solid Waste Policy Committee was called to order by Chair Kenneth Surratt and the roll call showed a quorum was present.
Ms. Diane Bickett gave district updates and announcements.

RESOLUTION
On a motion by Mayor Bobst, seconded by Mayor Brennan, declaring the Cuyahoga County Solid Waste Management Plan Update (2019-2033) for the Cuyahoga County Solid Waste Management District to be ratified, and authorizing delivery of the Plan Update to the Director of The Ohio Environmental Protection Agency for final approval pursuant to O.R.C. Chapter 3734.55. Vote was unanimous.

Ms. Bickett gave a PowerPoint demonstration describing the local impact of the China National Sword Policy.

ADJOURNMENT
A motion was made by Councilperson Brown to adjourn the meeting, seconded by Mayor Sellers. All voted unanimously.

The next meeting to be held will be June 13, 2019.
