The Residential Vacant Lot Analysis will analyze opportunities for residential construction in Cuyahoga County Suburbs, while tracking progress on infill development in the First Suburbs.
Project Goals
The Residential Vacant Lot Analysis is a joint effort between County Planning and the County Department of Housing and Community Development with the following goals:
- Understand key housing trends across Cuyahoga County suburbs
- Track progress on developing infill housing in the First Suburbs
- Identify, map, and analyze vacant residential land in Cuyahoga County suburbs
- Provide a tool to prioritize lots for residential construction
Background
The Residential Vacant Lot Analysis serves to update and expand upon the 2021 Single-Family Zoning Analysis, which identified regulatory challenges to infill development and mapped infill opportunities– including over 5,300 potential infill lots within single-family zoning districts in the First Suburbs.
The Residential Vacant Lot Analysis will undertake a broader analysis and identify vacant residential lots through Cuyahoga County Suburbs in support of the Cuyahoga County Housing Study, released July of 2025. The study outlined several housing issues across Cuyahoga County suburbs including the lack of diverse, affordable housing options, aging housing stock, and limited new residential construction.
