For the first time in nearly 25 years, the Village of Valley View is launching an effort to create a new Master Plan—one that reflects the community’s current needs, evolving demographics, and future aspirations.

Major shifts, such as the significant growth in the Village’s older adult population—now comprising 38% of residents—and the desire for improved multimodal transportation options, underscore the need for a forward-thinking and inclusive planning initiative. From enhancing access to community assets like the Erie Canalway Towpath Trail and Valley View Woods, to preparing for a future where all residents can thrive, this new Master Plan will serve as a strategic guide for the next decade of decision-making.

Project Background

In March of 2025, the Village of Valley View was awarded professional planning services through the Cuyahoga County Planning Commission’s Community Planning Services Program. The Plan officially kicked off in July 2025 and is expected to be completed before December 2026. The Plan will consist of five phases, including:

  • Current Conditions: The Current Conditions phase will involve collecting data on demographics, land use, and transportation and will be used as a baseline for understanding the community and how it compares locally, regionally, and nationally.
  • Community Vision: In the Community Vision phase, County Planning will facilitate the articulation of a vision for how the Village of Valley View would like to grow and change in the next decade based on input from residents, businesses, and community leaders.
  • Recommendations: The Recommendations phase will outline the steps necessary to achieve the community’s desired future.
  • Implementation: The Implementation phase will build on the recommendations from the previous phase to outline strategies, partners, responsibilities, and priorities for undertaking these actions.
  • Final Tasks: In this final phase, County Planning will combine all the previous phases into a completed Master Plan document.

Public Engagement

This is your community’s Master Plan.
