MINUTES OF THE CUYAHOGA COUNTY PLANNING COMMISSION

February 11, 2016

CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Mr. Kelly with a quorum present.

MINUTES
On a motion by Councilperson Simon, seconded by Mayor Procuk, the minutes of the December 10, 2015 meeting were unanimously approved.

ORGANIZATIONAL MEETING
Mayor Procuk nominated Mr. Kelly to be the Board Chair for 2016. The nomination was seconded by Councilperson Simon. With no other nominations, Mr. Kelly’s appointment as Chair was unanimously approved.

Mr. Kelly nominated Councilperson Simon to be the Board Vice-Chair for 2016. The nomination was seconded by Mayor Sellers. On a motion by Mayor Sellers, seconded by Mayor Infeld, Councilperson Simon was unanimously approved as Vice Chair.

RESOLUTIONS – Contracts over $5,000.00
On a motion by Mayor Procuk, seconded by Mayor Sellers, Resolution No.160211-A, approving an application to the Northeast Ohio Areawide Coordinating Agency (NOACA) for funding through the Transportation for Livable Communities Initiative (TLCI) Planning Grant for the Cuyahoga County Greenway project was unanimously approved.

Councilperson Brown’s arrival was noted for the record.

Councilperson Simon noted that the contract amount in the Resolution was $15,000.00 and the briefing memo stated that the contract amount was $18,000.00.  Mr. Coyne clarified that the correct contract amount was $18,000.00.  Councilperson Simon moved to approve Resolution No. 160211-B as corrected, the motion was seconded by Councilperson Brown, and unanimously approved.

On a Motion by Councilperson Simon, seconded by Councilperson Brown, Resolution No. 160211-C, approving an agreement for planning assistance with the Ohio Aerospace Institute in the amount of $5,000.00 was unanimously approved.

Mr. Kelly acknowledged that Mr. Collier had joined the meeting.

On a Motion by Councilperson Simon, seconded by Mayor Gorden, Resolution No. 160211-D, approving an Agreement with the City of University Heights to prepare a Community Survey for $8,400.00 was unanimously approved, with Mayor Infeld abstaining.

CHAIR’S REPORT
Mr. Kelly had to leave the meeting; therefore Councilperson Simon assumed the Chair position.  Mr. Coyne announced that Trustee Lippus had stepped down from her position as a Township Trustee and therefore the South West region was without representation.  Mr. Coyne announced that County Executive Armond Budish had nominated Mayor Kleem from the City of Berea to fill the vacancy and that the nomination had been referred to Council for review. Several board members asked that they be informed when Mayor Kleem would be interviewed by the Council Subcommittee on appointments.

EXECUTIVE DIRECTOR’S REPORT
Mr. Coyne introduced the current intern from the University of Cincinnati, Ms. Rachel Culley.

CCPC staff, Claire Kilbane and Alison Ball, gave a brief presentation on the two (2) Ohio Public Works Commission Programs administered by the planning staff, the State Capital Improvement Program and the Clean Ohio Conservation Program.

Mr. Coyne announced that the Cuyahoga County Development Department would be recommending master plan awards to the Cities of  Bay Village, Euclid, Richmond Heights and  Rocky River.

SOLID WASTE POLICY COMMITTEE

Diane Bickett distributed the District’s quarterly update and asked that it be made part of the meeting record.  Ms. Bickett introduced Ms. Kathleen Colan and Mr. Tim Marshall from the Fairmont Group who then presented the District’s new branding and integrated marketing communications.

NEW BUSINESS
Mr. Coyne announced that it would be necessary to meet on March 10, 2016 to address two pending Olmsted Township issues. The meeting was adjourned.
