MINUTES OF THE CUYAHOGA COUNTY PLANNING COMMISSION

DECEMBER 10, 2015

 CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Mr. Kelly with attendance as reported in Attachment A.

MINUTES
On a motion by Mayor Gorden, seconded by Mayor Patton, the minutes of the October 8, 2015 meeting were unanimously approved with Mr. Kelly abstaining.

RESOLUTIONS – Contracts over $5,000.00
On a Motion by Mayor Infeld, seconded by Trustee Lippus, Resolution No.151210-A, approving an Administrative Services Contract with the District One Natural Resources Assistance Council for Calendar Year 2015-2016 was unanimously approved.

On a Motion by Councilperson Simon, seconded by Mayor Patton, Resolution No.151210-B, approving an Agreement with the City of Cleveland for the FY 2016-2020 Five-Year HUD Consolidated Plan was unanimously approved.

Mr. Kelly acknowledged that Mayor Sellers had joined the meeting.

On a Motion by Trustee Lippus, seconded by Mayor Sellers, Resolution No. 151210-C, approving an Amendment to the Agreement with the Cuyahoga County Department of Public Safety and Justice Services, Office of Emergency Management, for GIS Technical Services was unanimously approved.

On a Motion by Mayor Sellers, seconded by Mayor Patton, Resolution No. 151210-D, approving the Trails Leadership Network Commitment Statement and Membership on the Trails Leadership Network was unanimously approved.

Mr. Coyne advised the Board members that County Planning staff was preparing an application to submit to NOACA an application for a Transportation for Livable Communities Initiative (TLCI) Planning Grant. Mr. Coyne asked the Board members to support this application today because the deadline was January 29, 2016 and that the next CCPC meeting was not until February 11, 2015. Mr. Coyne said that there was overwhelming acceptance of the Eastside Greenway Plan by the public officials and residents of the twenty (20) communities that were part of the Eastside Greenway Plan and that this TLCI application was for the CCPC to do a Greenway Plan for the rest of Cuyahoga County which would result in an unprecedented county-wide plan and complete a major piece of the Trails Network. The Board unanimously supported submitting an application to NOACA for a TLCI Planning Grant for the Cuyahoga County Greenway project. Mr. Coyne stated that the official resolution would be on the February 11, 2016 meeting agenda.

 CONTRACTS UNDER $5,000.00
Mr. Coyne reported that County Planning would be entering into a professional planning service agreement for $5,000.00 with the Ohio Aerospace Institute to develop a Framework Plan Report for the “Aerozone Alliance.” The Aerozone Alliance involves the Cities of Berea, Brook Park, Cleveland, Fairview Park and North Olmsted and the objective is to work collaboratively to bring economic growth to the identified area to attract small and medium sized companies and entice developing technologies to commercialize in this area. Mr. Coyne reported that NASA and Cleveland Hopkins staff were also participating in this effort.

Mr. Coyne reported on an Agreement with Big Creek Connects to provide technical assistance and general support for the Watershed Action Plan Update for $4,500.00.

 CHAIR’S REPORT
A resolution to reappoint Mayor Byrne and Trustee Lippus to the CCPC for another three-year term has been submitted to the County Council for approval.

 

EXECUTIVE DIRECTOR’S REPORT
Mr. Coyne reported that the agency’s budget requests to County Council had been approved and Mr. Coyne thanked the Board for their support during the budget process. Mr. Coyne also announced that Community Planning grants were extended for the 2016-2017 period and that communities would be able to apply for services.

NEW BUSINESS
The meeting was adjourned and it was announced that the next meeting was scheduled for Thursday, February 11, 2016 at 2:00 p.m.
