MINUTES OF THE CUYAHOGA COUNTY PLANNING COMMISSION

April 13, 2017

CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Mr. Kelly and the roll call showed a quorum was present.

MINUTES
On a motion by Councilperson Simon, seconded by Mr. Garland, with Councilperson Brown and Mayor DiCicco abstaining, the minutes of the February 9, 2017 meeting were unanimously approved.

Mayor Infeld arrived at the meeting.

RESOLUTIONS

Contracts over $5,000.00
On a motion by Councilperson Simon, seconded by Mayor Byrne, Resolution 170413-A, approval of the DOPWIC Administrative Agreement for Calendar Year 2017, was unanimously approved.

On a motion by Councilperson Brown, seconded by Mayor Infeld, Resolution 170413-B, approval of First Amendment to the Contract with R.P. Stephenson & Associates, Inc, was unanimously approved.

On a motion by Councilperson Simon, seconded by Councilperson Brown, Resolution 170413-C, approval of a Planning Services Agreement with the City of Strongsville for a Master Plan, was unanimously approved.

Olmsted Township
On a motion by Mayor Byrne, seconded by Mayor Bobst, Resolution 170413-D, conditional approval of the final plat for Schady Reserve PDR subdivision (Phase2), was unanimously approved.

On a motion by Councilperson Brown, seconded by Mayor Infeld, Resolution 170413-E, approval of the Preliminary Plans for Schady Reserve PRD Subdivision (Phases 3 and 4),  was unanimously approved.

On a motion by Councilperson Brown, seconded by Mayor DiCicco, Resolution 170413-F, conditional approval of the final plat for Pembrooke Place Subdivision (phase2) plat, was unanimously approved.

Agreements/Contracts under $5,000.00
Ms. Kilbane reported that County Planning had entered into a contract with HP Group, LLC for $5,000.00 to do the required historic preservation reviews of HUD funded projects that County Planning was to provide to the County Development Department.

CHAIR’S REPORT
Mr. Kelly welcomed the newest member to the board, Mayor DiCicco.

Mr. Kelly reported that County Council has a bi-annual budget process and the start of the next two-year budget is approaching. Mr. Kelly asked that the staff provide for the June meeting a budget proposal to review and to consider for adoption in August.  Mr. Kelly reported that County Council will begin the budget process in September and because there is now a specific County Planning budget it is important for the Commission members to review and possibly vote on the proposed budget.

EXECUTIVE DIRECTOR’S REPORT

Comments from the Public
Trustee Kress from Olmsted Township thanked the Planning Commission members and staff for representing the Trustees interests and taking the concerns of the developers into consideration. On the behalf of Olmsted Township, she thanked County Planning for being responsive and providing an outstanding service.

Mr. Kelly announced that the next scheduled meeting will be on Thursday, June 8, 2017 at 2:00 p.m.

ADJOURNMENT
With there being no old business, or new business, Councilperson Brown motioned to adjourn the meeting, the motion was seconded by Mayor Infeld.
